Pul hails Pema for resignation

ITANAGAR, Oct 28: Former Minister Kalikho Pul has hailed the resignation of Pema Khandu as a minister in the Arunachal Pradesh Government.

Describing Pema's resignation as an unprecedented incident in the political history of Arunachal Pradesh, Pul in press statement said that "Pema has demonstrated his strong character and quality as a leader, who instead of becoming a "Yes Man" has dared to challenge the misrule, corruption, anti-people and anti-development agendas of the Chief Minister." "His resignation sends a strong message to all of us that personal interest cannot be above the interest of the State and its people," Pul said.

"Everyone should learn from him that we should be ready or prepared ourselves to sacrifice one's own interest, if the circumstances demand, for the larger interest and greater good of the State," said the former minister.

Voters awareness rally at Roing

ROING, Oct 28: Around 400 people participated in a Rally organized by the District Election Office, Lower Dibang Valley, in the Roing Township today morning as a part of Systematic Voters’ Electoral Education Programme (SVEEP) activities to create awareness on Special Summary Revision Programme which started on October one. The rally was organized with the theme, “Greater participation for a stronger democracy.”

The rally was started from three different locations—Roing Welcome Gate, Mayu and Eze Tower— at around 8am and culminated at Gandhi Park near Post Office.

Addressing the gathering, District Election Officer Ravi Dhawan called upon the participants, who have attained the age of 18 years and above, to enroll themselves in the Electoral Roll. He appealed to the people to avail the rights guaranteed under the Constitution of India with a responsibility saying that every person has the right to exercise his adult franchise. He called upon the people to cooperate with the Election Machinery for preparing error free electoral rolls.

A Help Desk was put up near the Gandhi Park by the District Election Office facilitating the people to collect forms and also for clarification of doubt, queries, if any. DIPRO

AACS conducts spot visit

ITANAGAR, Oct 28: A team of Papum Pare district Unit of Arunachal .Anti Corruption Sena (AACS-PPDU) headed by its president Techi Munna visited the construction site of District Hospital Doimukh in its second phase of spot verification of various ongoing and completed central and state sponsored schemes under Papum Pare district.

The team claimed to have found during their visit that the construction works of the District Hospital has been stopped since last many days causing inordinate delay in completion of the project.

The team cautioned the concern authority for such delay in construction of project of public importance/facilities and urged the authority to early start the construction work.

The Sena team also urged the Speaker Nabam Rebia who is also the local MLA to look into the matter seriously.

Later, the team visited Govt. Middle School Gumto where they found the school running without proper infrastructure and facilities, including proper boundary or protection wall for which the students as well as its staff of the school are facing great problem.

The Sena team strongly appealed to the authority concerned to look into the matter and provide the school the required facilities immediately.

Engineer dies

ITANAGAR, Oct 28: Dagyom Ango, Executive Engineer, PWD division, Changlang has died at Dibrugarh today, informed Galo Welfare Society.

He was son of late Gumdak Ango of Biru village in West Siang district and was a soft spoken, highly dedicated and sincere person, the GWS said.

GWS president Dr. Emi Rumi, on behalf of the society members, conveyed heartfelt condolences to the bereaved family and prayed to almighty rest his soul in peace.

Clinical establishment asked to get compulsory registration

SEPPA, Oct 28: The District Registration Authority has directed all the clinical establishments of East Kameng to get themselves registered under Clinical Establishment Act (CEA) within a month.

A committee was formed for the purpose for verification of clinical establishment at Seppa town in order to see whether all the clinical establishments operating at Seppa town complied with the CEA. The inspection team led by District Co-Ordinator (CEA) Ajay Dada found that three clinical establishments were running without registration. The unregistered clinical establishments were asked to apply for provisional registration within a month, failing which action will be initiated as per the provision of the Act. DIPRO

Forum appeals for empowerment

ITANAGAR, Oct 28: Bameng Town People’s Forum (BTPF) in a five-point memorandum to the Bameng MLA appealed him to take steps for delegation of more power including the power of drawing and disbursing officer (DDO) to Bameng ADC for issuance of ST and PRC certificates, trading and arm licences to the local people.

Demanding transfer of Govt staff of various departments from Bameng area who have completed three years service period, the Forum sought personal intervention of the MLA for establishment of SBI or Apex Bank branch at Bameng for convenience of local people.

The Forum also requested the MLA to take steps for completion of the Pakke to Bameng PMGSY road work at the earliest and renovation of Govt quarters of various departments to solve the accommodation problems.

MLA urged to address issues

ITANAGAR, Oct 28: The Hirik Hiru Students’ Union (HHSU), Kamba has in a release today urged the 27th Liromoba Assembly Constituency MLA to initiate early steps to address the various issues related to the education sector, health and infrastructure etc, confronting the area.

The union claimed that the schools in Kamba are facing shortage of teachers and basic infrastructural problems and sought early posting of teachers. Further, it stated that Kamba PHC was upgraded to CHC long time back but the Health Centre has been facing shortage of paramedical staffs.

Claiming that people in need of emergency medical assistance who do not get timely assistance are often referred to the Aalo general Hospital causing much hardship to the people, it further urged the DMO Aalo to post required medical and paramedical staffs to the CHC Kamba to deliver quality health services.

The Union also appealed to all the authorities concerned for early initiation of Kamba–Darak PMGSY road construction work and not to compromise on the quality of work.

Fishing, hunting banned

ITANAGAR, Oct 28: Expressing concern over the illegal activities like fishing, hunting besides, exploitation of natural forest resources taking place in Ziro Valley, the All Niichi Niitii Youth Organization (ANNYO) today prohibited the said activities in Tarin, Gano, Hanoko, Puraya, Burial Ground, Hakhe Tari, Dillopolyang, Maniipolyang, Pange, Talley Valley, Hong and Siiro village.

The organization further informed that violators will be imposed a fine of Rs. 50,000.

Health awareness camp by USFA

ITANAGAR, Oct 28: The United Students’ Federation of Aalo (USFA) in collaboration with District Vector Borne Disease Control Society (DVBDCS) West Siang organized a health awareness camp with special focus on vector borne diseases like dengue and malaria at Pobdi Secondary School on October 27 and 28.

The medical camp was conducted under the supervision of Dr Marbom Basar, DMO Aalo and supported by District Health Society.

Dr Marbi Riba (Ete), DMLO, Aalo General Hospital, Pegam Sora, AMO, Isen Rime, MI and Tomar Kamum educated the villagers about the causes of the diseases and their preventive measures. They advised the villagers to keep their surroundings clean to keep vector borne and various other diseases at bay as well as to make the area disease free.

All the villagers and students under Paktu Ete Bango area attended the two days camp.

The program was conducted as a part of USFA’s routine program to impart the health education to the people of Aalo area to make Aalo a disease free.

Union conducts career counseling prog

ITANAGAR, Oct 28: The executive members of Nyapin Nyobia Sangram Phassang Students’ Union (NNSPSU) has organized a career counseling cum orientation programme for the students of Nyapin Nyobia Sangram Phassang areas studying at Dera Natung Government College here to mark the 10th foundation day of the union recently.

Diseases in Mithun at Pipsorang

ITANAGAR, Oct 28: Diseases in Mithuns and Pigs are reportedly spreading in Pipsorang area of Kra Daadi district.

The infectious disease has so far killed hundred of mithuns and pigs incurring heavy losses to the owners, claimed Block Congress Seva Dal Chief Organizer Karsang Taniang.

The BCSD chief organizer has appealed to the veterinary department to send a team of vets along with sufficient medicines to tackle the situation as soon as possible.

Joint tour conducted

ITANAGAR, Oct 28: A joint team of Galo Welfare Society (GWS) Galo Student Union (GSU) and All Galo Youth Organisation (AGYO) visited East Siang, Lower Dibang Valley, Lohit and Namsai district as part of its five-day tour which began on Oct 24 last.

The team visited many Galo inhabited villages during the tour like, Koyu under East Siang, Roing, Bango and Loklung under Lower Dibang Valley, Jeko under Lohit, Kaba and Jaipur under Namsai. The members also distributed relief items to the flood victims of Loklung village under Lower Dibang Valley.

While addressing a meeting there, GWS Secretary General, Mokir Ori urged all to maintain and preserve their age-old tradition and culture and to maintain cordial relation with the people of other community for peaceful co-existence.

GSU President, Binya Ronya further advised the youths to give priority to their studies to excel in life as they are the future of the society.

Yarns distributed to artisans under CMITPS

AALO, Oct 28: Altogether 670 artisans of West Siang district were distributed yarns free of cost under Chief Minister’s Indigenous Textile Promotion Scheme in a function held in the office premise of ADTH today.

Attending function West Siang Zilla Parishad Chairperson Yaman Bagra suggested the department concerned to select good weavers of the district and encourage them through incentives under this noble programme.

Deputy Director of Industries Gomar Angu and DIPRO Gijum Tali also stressed on skill development and importance of self income generation methods under this programme.

ASF places demands to ALA

ITANAGAR, Oct 27: Arunachal Students’ Federation (ASF) has placed an eight-point charter of demands before the Arunachal Law Academy (ALA), Lekhi, which included provision of optional paper, early declaration of results, proper library, amendment of the existing promotion rule, introduction of system of re-evaluation of papers, limited enrollment of students (60 in each semester as per the institution notification).

The Federation demanded the authority of the ALA to fulfill the demands within 15 days for the greater interest of the students of the institute or else ASF will launch democratic movement against the institution.

Doimukh GHSS students secure 1st position

ITANAGAR, Oct 28: Tana Teti and Vivek Sahani both students of Government Higher Secondary School, Doimukh secured 1st position while, Geethica Lal and Dani Kolyang of VKV, Itanagar and Tam Tahu and Tok Gatung of Government Secondary School, Jote stood 2nd and 3rd in the Papum Pare district level Governor Quiz Competition held at the URC building Pedagogy Cell, at Naharlagun today.

While congratulating the winners, Yupia DDSE, T T Tara exhorted the students to keep up with the tempo and learn more about national and international affairs. He also emphasized the need to conduct more such competitions in future with larger participation of students from the district.

Karbak calls on Governor

ITANAGAR, Oct 28: Parliamentary Secretary, Food and Civil Supplies & Consumers Affairs cum Chairman, Arunachal Pradesh Building & Other Constructions Workers Welfare Board (APB&OCWWB), Nyamar Karbak has met Arunachal Pradesh Governor Jyoti Prasad Rajkhowa at Raj Bhavan here today and highlighted the activities of the Board for welfare of registered workers in the state.

During 45 minutes interaction Karbak has briefed the functioning of the Board and the beneficial schemes which have been implemented by the Board since its inception.

While appreciating the initiatives taken by the Workers’ Board, the Governor advised Karbak to provide adequate welfare benefits to the workers and give special attention to health and hygienic to the beneficiaries. The governor wished to see healthy Arunachal Pradesh in days to come.

On invitation, the governor also expressed his willingness to attend the mega health camp to be organized by the Board at Raj Bhavan Dispensary soon, according to an official release.

Arunachal rejects SC verdict on

Chakma-Hajong refugees

ITANAGAR, Oct 28: The think tank of Arunachal Pradesh today out rightly rejected the Supreme Court's verdict on September 17 last directing the state government to grant Indian Citizenship to the Chakma-Hajong refugees within three months and vowed to fight the refugee issue tooth and nail.

Participating at a day-long symposium -- "Face To Face" on Chakma-Hajong Refugee imbroglio held under the aegis of Arunachal Press Club (APC) here today, Chief Secretary Ramesh Negi stated that on October 26 last, the state government filed a review petition while Chief Minister Nabam Tuki discussed the issue with Prime Minister Narendra Modi and Union Home Minister, Rajnath Singh. The state government is against giving free access without ILP to Chakamas and Hajongs, Negi added.

'Without hearing the state government's counsel who was absent on the day of hearing, the Supreme Court passed the verdict, said Negi while impressing upon that state government wants a permanent solution respecting the sentiments of the indigenous people of the state.

Negi said that the state should have more consultation dialogues on any issue including border issue or Chakma-Hajong issue to give tangible solution for the state. Informing that the state government has already directed the DFOs to work out the encroached forest areas of the refugees which are a gross violation, he said the Political Department under state government has documented the numbers of their population and land allotted to them.

Former Parliamentarian and former All Arunachal Pradesh Students Union President, Takam Sanjoy alleged the successive central government of neglecting the sentiments of the people in the frontier state. 'The refugees who want to stay in our house instead of negotiating with the people of the state have adopted an unfair means of launching missile through Supreme Court and other international bodies. This will not be tolerated by the peace loving people of the state,' said Sanjoy.

Tracing the history of AAPSU's involvement in anti-refugee movement, the first President, AAPSU and former Minister, Eken Riba said, 'In the early 1970s, these refugees were peaceful, not violent as they are today. They were not a cause of concern. Also we thought these refugees would return to their homeland.' 'It wasn't easy job to communicate those days in that kind of topography and infrastructure, said Riba while emphasizing that his team had apprised the then Chief Minister PK Thungon of the looming conflict over the economic resource. Eken Riba while stating that the then leaders could not do a proper study and follow up of the issue, said, "Arunachal Pradesh alone should not be burden with refugees, the country has to share equally and whatever stand the state government takes today, the views and stands should be made available in the public domain."

Former legislator and former General Secretary, AAPSU, Larbin Nasi speaking on the occasion said had there been will from government, issue could have been resolved much earlier. He detailed out atrocities of the then state government on AAPSU activists. 'Many youngsters dedicated their lives fighting the issue and many sacrificed their professional career.'

Noted academician and political scientist, Rajiv Gandhi University, Professor Nani Bath warned the august gathering that Tibetan refugee issue is a bigger threat than Chakma-Hajong refugees. 'Tibetan refugees are already controlling the economy in twin capital city and strategic township of Bomdila and Township along Indo-China border, said Professor Bath who is also a member, Core Committee of AAPSU on Chakma-Hajong refugee issue. He categorically stated, AAPSU is not going to budge from the issue under any pressure.

Dr Bath blamed the Congress both in Centre and State for not taking any tangible step to solve the refugee issue during their regimes.

While sounding optimistic on the recently filed review petition by the state government, former legal advisor to AAPSU and a member of MHA's Joint High Power Committee on Chakma-Hajong refugee issue, TT Tara said, 'We should be optimistic for a positive outcome'.

Earlier, in his Presidential address APC President Chopa Cheda said that the idea for organizing the event is to provide a platform for a "Collective Consciousness" on various burning issues confronting this peaceful state. Due to lack of proper platform, various issues remain unresolved as collective voices of the people could not be disseminated.

The event would serve as a platform for the people cutting across all barriers to voice their concerns and for a collective consensus. We hope that this programme shall go a long way in helping to find ways and means for an amicable solution to the Chakma-Hajong imbroglio, Cheda added.

Stop misleading people on financial issue, pleads finance department

ITANAGAR, Oct 28: The State Government has taken exception to repeated misleading reports in the media alleging of financial crisis and mismanagement of grants received from the central government. The Finance Department today categorically denied all such allegations and termed it as deplorable and against public interest.

"It has to be understood that from the current financial year, the old system of fixing plan size and transfer of plan grants through Planning Commission has been dispensed with. The grants are being devolved untied as share of central taxes as per the recommendations of the 14th Finance Commission. The grants released to Arunachal Pradesh by way of share of central taxes are not discretionary in nature. These are statutory in nature and therefore these are rightful share of the state government under the federal system of Indian Government," stated finance department in a release. Further they stated that state government has been efficiently discharging its primary expenditure responsibilities from the Arunachal's statutory share of central taxes received, which include salary, wages, pension of government employees, development activities including state flagship programmes like CM's Universal Health Insurance Scheme, repayment of principal and interest of the debt availed, crediting 25 crores per month in the consolidated sinking fund in RBI, power purchase and fiscal support to running of State Transport System and state share of CSS schemes. During the current financial year, the Finance Department has released more than one thousand crores out of outstanding 1400 crores at the beginning of this financial year based on the physical progress of works. These releases mainly pertain to contractors' due payments. The department categorically clarified that the state has been discharging its primary expenditure responsibilities and has sufficient cash balance reserves to meet the future requirements. In fact, the cash balance reserves in the state's account as on 27th October is 810.67 crores.

Governor calls for preservation of cultural heritage

ITANAGAR, Oct 28: Governor of Arunachal Pradesh JP Rajkhowa has emphasized on documentation, research and preservation of cultural heritage, traditions and customs. He said the good values of our culture should be revived and promoted, while obsolete ones should be avoided. He added that indigenous religion which is part of their culture should not be disturbed and may be allowed to practice. The Governor was speaking on the occasion of premiere screening of the short animation film, 'Abotani', the first tribal story from the Tani tribes of Arunachal Pradesh to be adapted for animation, at Rajiv Gandhi University, Rono Hills today. The Governor pointed that there are 26 major tribes and 110 sub-tribes in the State, but he is yet to have the lists of all the sub-tribes. He called upon the literates and scholars to bring out the list of the tribes as it will help in exploring their history, segregations, folklores and ethnicity. It is important as it will help in identifying their distinct individuality and uniqueness and cultural diversity of the State, he said.

While lauding the Adivasi Arts Trust, London, the Department of Mass Communication, Rajiv Gandhi University, and Centre for Cultural Research & Documentation, for the project, the governor said that such animation projects on folklores, culture and traditions will go a long way in preservation of tribal cultural heritage. He added that these animated characters are best way to educate the younger generation.

More than 200 tribes of the world have been lost and their culture and tradition got extinct, the Governor said stressed that no tribe, culture, language, folklore, dances and traditions must be lost, He called upon more social and Non Governmental Organisations to work for preservation of the cultural heritage.

The Governor exhorted the students of Mass Communication, RGU to shoulder the responsibility to carry out more documentation and research in the area of folk culture in collaboration with Adivasi Arts Trust, Lalit Kala Akademi, Centre for Cultural Research & Documentation and other parallel organisations and bodies.

Former Chairman, Lalit Kala Akademi, Dr. K. K. Chakraborty, while highlighting the importance of animal film, said that such endeavour will help in reviving and bringing out of tales and folklores of the tribal communities and also draw attention to diversity of tribal culture.

Vice Chancellor of Rajiv Gandhi University, Prof. Tamo Mibang, who also spoke on the occasion, said that such project will not only help in preservation of folklores and folktales but also provide a international audience. As Abotani was our great ancestor, the release of the film was a very happy occasion, Mibang said and emphasised on the use of animation as a tool for educating the young mind, especially children who are inclining to this medium of communication. He expressed that starting the certificate course in graphics and animation in the University is the key to empower such form of communication.

Introducing the animated film to the curious and enthusiastic audience, Secretary, Adivasi Arts Trust, London, Tara Doughlas gave an in-depth presentation of the process of making the film. She informed that a three-week long Animation Workshop was conducted in RGU, Doimukh in January 2013. It was first such workshop to take place in the remote state of Arunachal Pradesh. It will provide local participants from the tribes of the State unique opportunity and environment to explore their own cultural heritage for stories and artistic inspiration for a short animation film to represent the vast north eastern state in a collection of animated tribal folktales, Tales of the Tribes. Most of the films in the collection focus on the northeast region, with other stories from Sikkim, Nagaland and Manipur. Tribal folktales from Arunachal Pradesh were documented from Dr Verrier Elwin's two books, Myths of the Northeast Frontier of India and A New Book of Tribal Fiction.

Douglas said that the film aims to sustain the indigenous narrative, self expression and strengthen diversity.

The First Lady of the State Rita Rajkhowa, Co-Producer of Abotani Animated Film, Paolo Polesello, Chairperson, Centre for Cultural Research & Documentation, Naharlagun, Minoti Riba, RGU Registrar, Prof. Rachob Taba, and a large numbers of distinguished guests and invitees attend the premiere screening.

In tune with the screening of the film based on tribal folklore, a fusion folk musical band, 'The Star Song Project' of Hage Chobin, Marbom Mara, Nikon Tana gave some fusion numbers in Apatani, Galo and Nyshi songs respectively with Eken Taba in Guiter and Prakash Thapa in percussion. JACAP reiterates demand for CM's resignation

ITANAGAR, Oct 28: Joint Action Committee Arunachal Pradesh (JACAP) has reiterated its demand for resignation of Chief Minister on moral ground claiming that CM has lost the confidence of the Congress legislatures and therefore has no legitimacy to remain as chief minister of the state.

While referring to the press statement of the APYC seeking disciplinary action against all the absentee and non-performing party legislators, the JACAP said that the news item has officially confirmed existence of serious rift within ruling Congress party.

Terming the APYC's appeal for disciplinary actions as ridiculous, JACAP said "It is not understood what more disciplinary actions the APYC contemplate as those MLAs who were either Ministers or parliamentary secretaries, disputing the leadership of present chief minister Nabam Tuki have already been sacked from their posts."

JACAP also termed the ACR statement which speaks of delegating the powers of an elected MLA to a committee or the Panchayati Raj institutions as uncalled for. The JACAP said "ACR should have been more careful in making statement, which is insult to the democratic institution and derogatory to the very provisions enshrined in the constitution of the country."

Earlier, ACR had stated that if the MLAs do not turn up in their own home constituencies, fail to attend public grievances or are unable to deliver developmental activities then they should allow the State Government to constitute a Developmental Committee to oversee their respective constituencies. Otherwise they should allocate all their powers to the Panchayati Raj to oversee timely implementation of various developmental projects.

ASSU serves ultimatum to Govt, threatens

to launch agitations

ITANAGAR, Oct 28: Miffed with alleged lackadaisical attitude shown by the authority over its various issues concerning Sagalee town and its adjoining area, All Sagalee Students' Union (ASSU) today served 30 days ultimatum to state government to fulfill their demands, failing which it threatens to launch a series of democratic movement against the government. ASSU President Tana Nagu informed this in a press conference held here today.

Addressing the media persons, Nagu lamented that despite repeated pleas for the immediate activation and functional BSNL BTH tower at Meb village, establishment of fire station at Sagalee town and introduction of Commerce stream at Government Higher Secondary School Sagalee and posting of subject teachers in the schools in Sagalee area, the authority is yet to pay heed.

"Despite repeated memorandums, the authority is not taking our issues seriously, so we do not have choice but resort democratic means of protest" said Nagu.

The union has submitted its ultimatum copy to Chief Secretary yesterday. On being asked for the timing of their movement against current Chief Minister NabamTuki who is also local MLA of Sagalee area, ASSU alleged that CM has failed to serve its own constituency people saying at least road communication should be kept in top priority list.

"We have nothing to do with any political situation of the state, our concern is to raise issue for the welfare of students community and the public" added ASSU president while clarifying that union is not politically motivated nor associated with any party.

On its demand for introduction of fire station at Sagalee town, the union justified that entire Sagalee sub-division doesn't have fire station resulting many fire accidents whose impact was far reaching.

The union also came heavily on Panchayat leaders of its areas, saying that PR leaders do not bothered by the problems being faced by the people in their area. Further it strongly opposed the proposed construction of Indoor stadium at the GHSS ground Sagalee. It appealed to the Chief Secretary to order a high level inquiry into an alleged scheme for construction of an outdoor stadium at school compound.

Sending strong message to executing and implementing agencies, the union threatened that it will not allow any structure near the school premises.

‘Difficult’ Chyangtajo shows the way

ITANAGAR, Oct 28: At a time when development has taken a back seat across the state, it is remote Chyangtajo town which is showing the way to the rest of the state in how to properly implement the developmental schemes.

Surrounded by stunning Lal Ane and Kra Daadi mountain ranges, Chyangtajo town is witnessing silent development revolution under the guidance of Additional Deputy Commissioner (ADC) Ashok Tajo.

Often in the past, Chyangtajo had been in the news for all the wrong reasons and was considered the most backward region of East Kameng district. But situation is changing and for good. Public Works Department (PWD) is carrying out widening and carpeting of Chyangtajo town road. "Altogether 3.5 kilometer road which passes through the heart of the town is being widened. Also, we are constructing 7 km ring road. All these projects are being implemented to improve living standards of the town," said Er. Achung Bagang, AE, PWD.

Interestingly, not a single penny was paid as compensation to those whose land was utilized for widening of road. "Several meeting was conducted with the local public in this regard. Local MLA Karya Bagang also played an important role in convincing the public. We are planning to finish the road widening project as soon as possible," said ADC Ashok Tajo, who is a native of Chyangtajo town.

Further he added, "We are trying hard to make Chyangtajo as an education hub of the East Kameng district. Vivekananda Kendra Vidyalaya (VKV) will start functioning from next July. We are talking to few prominent NGOs and some of them have agreed to open schools in the immediate future. The construction work for government Polytechnic institute is going on smoothly. If we add these with the existing schools like Kasturba Gandhi Balika Vidyalaya (KGBV) and government run schools, we see a ray of hope."

Ashok also stated that State Bank of India's branch will start functioning from coming December. "Everyone is aware that Chyangtajo is one of the most beautiful places of Arunachal. So, we are taking various steps to attract tourists and we are serious about it. The condition of Seppa- Chyangtajo road has improved over the years and hopefully, it will get better. A newly constructed tourist lodge and circuit house is functioning at the moment. There is also plan to upgrade the existing Inspection Bungalow. Due to modern education, the locals have also started to realize and are playing an important role in changing the face of Chyangtajo," said the ADC.

The Army and Indo Tibetan Border Police (ITBP) are also planning to set up a base in Chyangtajo constituency. ITBP will establish three outposts in Sawa circle and another one at Tajo. On his part, the ADC credited local MLA Karya Bagang for showing the path of development to the people of area. "Local MLA has whole-heartedly supported our every initiative. She always comes up with interesting suggestions for betterment of area. The support of East Kameng Deputy Commissioner Sandeep Kumar and most importantly that of the people of Chyangtajo is our source of strength," said ADC Ashok Tajo. He also informed that soon he will visit other circles of Chyangtajo constituency and will submit report of his finding to the local MLA for further action. Further he also acknowledged that still there are plenty of problems which need to be addressed in coming days.

The people of Chyangtajo are trying hard to shed the tag of being a 'difficult place' and are warmly embracing the development. Hopefully, the story of Chyangtajo will inspire rest of the Arunachal.

Arunachal begins campaign on mixed note

ITANAGAR, Oct 28: Arunachal Pradesh started their North East Zonal Inter-state Badminton Championship on a mixed note with junior team registering victory in the opening day of the event at Imphal, Manipur today.

The Arunachal Junior team posted a facile 3-0 win over Mizoram in the state-wise team event in the day.

Laa Talar won the first match for the state beating Steven of Mizoram 21-6, 21-19 (1-0) in Boys single while Pinki Karki beat Tetai 21-4, 21-13 in the second match in Girls single.

Laa Talar and Jokom Ribya beat the pair of Esha and Jone 21-4 and 21-19 (3-0) in Boys double in the third match to take the team to the second round. On the other hand, the senior team went down fighting 1-3 to host Manipur in the best of five team event.

Talar won the first match for the state beating Anil Kumar of Manipur in straight 21-17 and 21-15 sets in men's single. However, the state lost their women's single, men's double and women's double matches.

In the second match, Laa Yajum went down fighting 22-20, 12-21 and 21-23 in three sets to Angita in women's single.

In the third match, Jokom Rebya partnering with Akshay Raito lost 11-21, 17-21 to their opponents in men's double.

In the fourth match, Pinky Karki pairing with Laa Yajum lost 19-21, 21-18, 14-21 in women's double.

Sitang Pot-wa celebrated

ITANAGAR, Oct 28: Theravada Buddhists celebrated Sitang Pot-wa with traditional fervor and gaiety at Theravada Buddha Vihara here today.

Sitang Pot-wa, in Tai Khampti, means, “End of the Rains Retreat”. It is the day that marks the end of the Buddhists three month retreat during the rainy season.

The head monk of Theravada Buddha Vihara, Bhikkhu Ratnadiip dwelt in length on the significance of celebration of Sitang Pot-wa and said that observances of such festival helps foster fraternity and mutual understanding between the Sangha and Lay community.

Citing a verse from Dhammapada the second book of the Khuddaka Nikaya of the Suttanta Pitaka, the Bhikkhu spoke on how the verses of Buddha exhorts one to achieve that greatest of all conquests, the conquest of self; to escape from the evils of passion, hatred and ignorance; and to strive hard to attain freedom from craving and freedom from the round of rebirths.

Before concluding his discourse, Bhikkhu Ratnadiip read out a summary of “The story of Theri Khema”, Verse 347 of the Dhammapada stories which contains a total of 305 stories to the devotees for their better understanding of the Dhammapada.

Earlier, Lay devotees donated and offered Petesa (Celestial tree), Lik from the Tripitika volumes (Tai scriptures), Sangkaan (Monk robes) and other essential commodities to the Sangha (monks) besides offering food to the monks and taking the Five Precepts and listening to a Dharma talk.

Sitang Pot-wa was also celebrated enthusiastically in Namsai, Changlang and other districts where Theravada Buddhist resides.

Research work of Arunachalee scholar appears in international journal

ITANAGAR, Oct 28: The research work of Yana Bagbi of Upper Subansiri district and Ph.D research scholar in the department of Physics of North Eastern Regional Institute of Science and Technology, (NERIST) was published in “International Journal ofBbiological Macromolecules” in science direct, United States of America, (edition 26th October 2015).

Yana is daughter of Pakjam Bagbia and Late Yadam Bagbi from Upper Subansiri District. Yana did a breakthrough research study in collaboration with Jawaharlal Nehru University (JNU) New Delhi, relating to the “Detection of vibrio cholera bacteria by using nanostructured zirconium oxide and gelatin - a by electrochemical techniques”.

Yana is the first lady from the state, whose research work has been published in one of the most reputed international science journal where many eminent research scholars’ works are being published.

In her research work she reported an studies relating to the fabrication of a nanocomposite comprising of sol-gel derived inorganic zirconium oxide nanoparticles(ZrO2 NPs) and organic biopolymer gelatin A (GA) deposited onto indium-tin-oxide (ITO) coated glass substrate by drop casting method. This GA-ZrO2/ITO electrode was used for immobilization of monoclonal antibodies (Ab) against Vibrio cholerae (Vc) and bovine serum albumin (BSA) for Vibrio cholerae detectionusing electrochemical techniques. The structural and morphological studies of ZrO2 NPs, GA-ZrO2/ITO electrode and BSA/Ab/GA-ZrO2/ITO immunosensor were characterized by X-ray diffraction (XRD), scanning electron microscopy (SEM), transmission electron microscopy (TEM), Fourier transform infrared (FTIR) spectroscopy and Dynamic light scattering (DLS) techniques. The average crystalline size of ZrO2 NPs was obtained as 10.3 ±1 nm from XRD measurement and hydrodynamic radius obtained as 72 nm by DLS measurement.The electrochemical response studies of the fabricated BSA/Ab/GA-ZrO2/ITO immunosensor exhibit good linearity in the range of 50–400 ng mL-1, low limit of detection of 0.74 ng/mL, sensitivity as 0.03 &!/ng mL-1cm”2 and reproducibility more than 10 times. GA-ZrO2 nanocompositeprovide a porous structure which assists to higher loading of Ab on the matrix surface that improved the biosensing properties.

Vibrio cholerae(Vc)is a gram-negative bacterium, highly pathogenic that exists in contaminated areas and is responsible for severe epidemic gastrointestinal disease, which creates a serious health problem for humans. During infection, V. cholerae secretes the cholera toxin, which is an enter toxin protein that is known to be a causative agent of diarrhea and acidosis in humans with high lethality. V. cholerae has become a very important target in biological detection, thus there is an increasing demand for the availability of a rapid, sensitive and an effective analytical tool for the detection or determination of V. cholerae.Among the various methods available for measurement of V. cholera, biosensing techniques are comparatively simpler and more sensitive, rapid, and specific. The proposed biosensor could performed a better analytical performance, such as wide detection range, the lower detection limit, higher loading, more simpler operation and better storage stability for electrochemical detection of Vibrio choleraedue to the incorporation of ZrO2 into the GA matrix to form well-distributed porous three-dimensional structure in which antibodies could be effectively entrapped onto the electrode surface and provide improved biosensing properties and bioactivity. To the best of our knowledge, this is the first time a GA-ZrO2 nanocomposite based immunosensor for pathogen detection (V. cholerae) based on electrochemical techniques has been reported.

Herein, she demonstrated an electrochemical biosensor platform based on GA-ZrO2 nanocomposite deposited onto indium tin oxide (ITO) glass by the drop casting method for the immobilization of monoclonal antibodies specific to the Vibrio cholerae as model biomolecules for Vibrio cholerae detection.

Lohit gears up for Tang Memorial Football Tournament

TEZU, Oct 28: Lohit district administration is making all out efforts to make the 14th Tada Tang Memorial State Level Football Tournament as grand success. The tournament will begin here from November 2 .

We are leaving no stone unturned to make the event a grand success, Deputy Commissioner Tamiyo Tatatk said in a review meeting at his Conference Hall, here, today. The DC has asked everyone, including various organizations, NGOs, public, officers and officials to contribute their share for successful conduct of the event.

Tezu has shouldered this opportunity to host the prestigious football tournament for the first time. This opportunity of today will go down in the history of Tezu and therefore, we should be able to deliver our best so that every player will cherish their stay in Tezu, he said.

“Let us show them our hospitality by showing our best etiquettes, by providing them with clean and hygienic stay,” he said.

He emphasized on every department and committee to take care of all small things for smooth conduct of the event. Let us all help in making this event a memorable one, he said.

In the meantime, he appealed for some contribution from all the private establishments in Tezu as a part of their corporate social responsibility in the successful conduct of tournament. Their contribution in any form will be accepted, he said.

As per the latest record, 17 teams from different districts have confirmed their participation in the tournament.

Chief Minister Nabam Tuki is likely to attend the inauguration day of the tournament.

An entry fee of Rs. 20 has been fixed for the spectators per head. Organizing Committees and members and media will however be exempted from the entry fees. The fees will be charged from the quarter final match, reported the District Sports Officer.

Superintendent of Police Ved Prakash Surya highlighted on the security arrangements. He informed that special arrangements have been finalized for adequate security in the headquarters. Adequate forces will be deployed in the headquarters, he told.

There is likely that a Peace Committee may be formed to monitor peace and tranquility amongst the team members. The Peace Committee will tackle any dispute or petty quarrels within the team members or amongst teams amicably.

Earlier, a meeting on law and order was called by the Deputy Commissioner Tamiyo Tatak, today at his Office Chamber. He briefed the law and order situation of the district and hoped that no untoward incident will occur during the tournament. Respect traffic officials

The increasing incident of assaults on traffic officials in the capital complex area is matter of serious concern. As per the report this month alone, three traffic police personnel have been assaulted in various parts of capital. In one instance the Head constable (HC) of traffic cell, Naharlagun police station, DR Yadav was brutally assaulted by an auto driver. The incident took place after Yadav reprimanded the auto driver for wrong driving.

These days due to bad road condition capital complex often witnesses massive traffic jam. Also highest death due to rash driving has been reported from capital complex. Therefore the role of traffic police becomes very crucial in order to keep the road safe. The traffic cell of Arunachal Pradesh police is facing manpower crisis due to lack of personnel. They are managing traffic with lot of difficulties. It is the duty of every road users to cooperate with traffic officials. The incident of assault on the traffic police will further demoralize them. In such situation the capital citizen will be the sufferer. Lack of proper traffic management causes great inconvenience to the public. In the greater interest of state people should stop misbehaving with the traffic officials and instead extend the hand of cooperation.

Use the cheaper and digital option

Dear Editor,

The ‘Digital India’ dream and initiative of the current Indian government is greatly appreciated. No modern nation now could progress in terms of economy and technology if the digitization aspect is ignored. With the rise of social media platforms like Facebook , Twitter, Instagram, Skype to name only a handful; and more and more people adopting to internet, smart phones, androids, tabs and other latest communication technologies; ‘Digital India’ is the need of the hour and a practical approach in pushing the nation towards the path of progress and development in the new millennium and in competing with other global powers. However, unfortunately, this wave or drive for ‘Digital India’ has not been able to reach the core corners of the Indian population in a comprehensive manner.

I am not referring to remote rural areas or forest fringe communities or even to geographically isolated parts of this vast nation; but where the whistle of ‘Digital India’ should be heard most, several government departments, institutes and organization who do not even use emails as communication platform. For the past couple years my communications with several departments of the Central Government and different premier institutes of the country were responded in hard copy snail mails reaching my address in Canada under the envelope of On Indian Government Service (OIGS) taking months to receive response to a particular query in spite of the fact my email ids were provided. It seems a vast section of the bureaucrats and scientists/academics of this nation are still computer illiterates and prefer hard copy typed mails rather than faster email response. If this is the case, the government needs to start cleaning its home first and start computer literacy programs for the individuals concerned. It is a shame that people in high offices and even their well paid assistant or secretaries of an emergent super power and the largest democracy of the world do not know how to use and communicate via internet platforms. The government should make it compulsory for the officers to communicate via email when that option is provided to make the communication platform faster, effective and cost efficient. One can send 1000 emails in less than 0.5% of the cost of sending a snail mail overseas. If ‘Digital India’ has to take shape; then computer literacy is the first step in high government offices and should be made a priority. Furthermore, emails are now legally considered as valid documents in the court of law in most advance nations including India. The apathy of email use in this nation is strange and unfortunate.

School without teachers

Dear Editor,

Through your daily, the students of Rumgong Govt Hr Sec School would like to convey our trauma and deprivation of our rights. For the last couple of years, Govt. Hr sec School Rumgong is devoid of facilities and facing shortage of teachers.

Starting from class 9th to 12th, there is a shortage of teachers. For class 11th & 12th, we have only three teachers who teach us English, History and Geography respectively. There are no teachers for Economic, Hindi and Political Science. The session 2015-2016 is almost getting over and exams are approaching but our courses are yet to start because of govt’s apathy and inability to address our problems.

We would like to ask our beloved chief minister Nabam Tuki, why our state are facing shortage of teachers till date if the Govt is financially sound? Why can’t the govt recruit adequate teachers for us? Will you bear the responsibility for our future? How are we going to compete with other students who are studying in private schools? Govt must concentrate on our problems as well.

Class 12th is crucial for any students as it is a major step towards securing a good life but our lives are down in dumps already. Who will take responsible for this? And what will we do when job requires that we score more than 50% marks? Our life will be completely ruined.

Lastly, we would like to request the govt to address our problems by posting adequate teachers as soon as possible so that we can at least start the course and pass our exams.
